I think, at that moment, Cato and Clove were what Katniss and Peeta were supposed to be: a couple tragically pitted against one another in a fight to the death.  In my mind, they actually cared for one another and were romantically involved, but they weren’t quick enough (or smart enough) to use that to their advantage like Peeta did.  Shame too, because if they were actually a couple…
